Impassable roads, municipalities cut off from the world, difficult living conditions. All this is caused for the local inhabitants almost every year in the regions of Kysuce and Orava by a snow calamity. It was no different last year either, when tonnes of snow tormented people in fifteen upper Orava municipalities.
That is why representatives of the Administration of State Material Reserves of the Slovak Republic (Administration of State Material Reserves of the SR) convened a meeting on 25 October 2012, at which they discussed with the mayors from the Association of Towns and Municipalities of Kysuce and the Upper Orava region the steps that, in the event of a snow calamity, will enable the municipalities to prevent possible damage.
The Chairman of the Administration of State Material Reserves of the SR, JUDr. Kajetán Kičura, together with the Director General of the State Material Reserves Section Ing. Andrea Seková and the invited mayors, discussed the ways of responding in extraordinary crisis situations. The representatives of the Administration of State Material Reserves of the SR familiarised those present with the role of the Administration of State Material Reserves of the SR in the event of the outbreak of a calamity. At the same time, they drew their attention to the changes in legislation, namely in connection with the amendment of the act on state material reserves, which is currently in the legislative process.
The mayors of the municipalities welcomed the effort of the Administration of State Material Reserves of the SR to communicate and provide methodological guidance with the aim of better cooperation, coordination and capacity to act in connection with snow calamities. Both sides agreed that in difficult times there is no space for reading the law, and thus it is necessary for all those involved in addressing demanding situations to be prepared in advance.
Within the discussion, the representatives of the individual municipalities familiarised those present with their experience of addressing calamities in previous years.
The discussion was convened by the Administration of State Material Reserves of the SR within a pilot project with the working title “The State Helps Municipalities”. One of the first steps that the Administration of State Material Reserves of the SR will take in this direction is the provision of two heavy machines (VT – 55 A recovery tanks) to the fire station in Turzovka and to the Trnava region.
Beforehand, however, the Administration of State Material Reserves of the SR plans to have them repaired so that they can intervene as early as this winter in the event of a calamity.
