Project description
State material reserves are a key component of the material protection of the economy of the Slovak Republic. The security situation in Slovakia and worldwide is changing rapidly and continually brings new crisis situations: climate change, armed conflicts, threats in cyberspace and in energy security, migration trends and other factors affect the availability, quality, sufficient quantity and usability of state material reserves.
The project is supported by the European Social Fund through the Operational Programme Effective Public Administration and focuses on developing and implementing measures to make the provision of assistance more effective and to improve the system of material support for responding to crisis situations and extraordinary events, through four main activities.
- Analysis and methodology for the creation and optimisation of state material reserves and evaluation of the preparedness of the Slovak Republic to respond to crisis situations and extraordinary events
- Design and introduction of measures for better food, energy and other security of the Slovak Republic
- Design and introduction of financial arrangements for the creation, management and, above all, use of state material reserves
- Presentation, education and building of contacts and networks in the field of state material reserves
Objectives and expected impacts
Objectives:
- improving the system and level of food and energy security of the Slovak Republic
- making the processes of creating, managing and using state material reserves more effective and transparent
- improving the quality of services of the Administration
Impacts:
- greater variability and operational capability in responding to crises
- greater flexibility and financial efficiency in creating and protecting reserves
- savings of time and resources in administering reserves
- better preparedness of the Administration for changes and requirements
- increased professionalism in carrying out the Administration’s agenda

| Project title | Modelling the development of extraordinary events and managing risks linked to climate change and its consequences at the Administration of State Material Reserves |
| Place of implementation | Čachtice |
| Non-repayable financial contribution | €2,381,376.65 |
| Implementation period | 09/2018 – 09/2022 |
Project description
The project is supported by the European Regional Development Fund under the Operational Programme Quality of Environment and aims to improve the preparedness of the Administration to respond to extraordinary events influenced by climate change and to create support tools for modelling and managing extraordinary events and crisis situations within its competence. The project is implemented through three main activities.
- Identification, collection of data and creation of databases for modelling the development of extraordinary events and for monitoring and evaluating risks linked to climate change
- Modelling the development of extraordinary events, monitoring and evaluating risks linked to climate change and its consequences
- Identification, planning and implementation of preventive measures to eliminate risks linked to climate change and its consequences
Objectives and expected impacts
The main objective of the project is to improve the preparedness of the Administration to respond to extraordinary events influenced by climate change, using modern tools for monitoring, analysis and planning of the effective, timely and economical use of state material reserves.
In the first phase, the necessary data and information to be used in planning, monitoring and evaluating extraordinary events connected with the consequences of climate change will be identified.
Once the data have been analysed, they will be entered into electronic support tools and comprehensive databases will be compiled for further use in risk management and the coordination of rescue activities, together with a system for monitoring and forecasting extraordinary events and crisis situations and for the subsequent optimisation of stocks. The system will include an environment for modelling the development of extraordinary events and for simulating the preparatory and response activities of the Administration and of entities involved in providing material assistance.
In the final phase, a methodology will be developed for identifying and implementing measures and for strengthening the coordination mechanism for using the Administration’s support tools, as well as tools for raising public awareness of the possibilities of obtaining and using assistance from the Administration’s resources.
The project has been duly completed.

Project description
The security situation in Slovakia and worldwide is changing rapidly and new crisis phenomena keep emerging. The current problem addressed by this project is the outbreak of COVID-19, which, as a result of globalisation, high population mobility and the high infectiousness of the disease, has spread across practically the whole world.
The main objective of the project is to secure protective and medical material during the COVID-19 pandemic in order to protect the life and health of the population of the Slovak Republic.
This objective is met through the following project activities:
- responding to the development of the acute situation by continuously purchasing protective and medical material at the time of the COVID-19 outbreak;
- continuously securing protective and medical equipment for the further fight against the COVID-19 pandemic in line with its development over time.
Through these activities the project helps to prevent the uncontrolled spread of COVID-19 at the time of its outbreak, to continuously provide protective equipment to the population, and to prepare the Slovak Republic for further waves of the disease by maintaining stocks of this material in accordance with the resolution of the Government of the Slovak Republic, thereby enabling its use whenever needed under Act No. 372/2012 Coll. on state material reserves, as amended.
The project has been duly completed.

Project description
Moving public administration organisations a step forward in terms of quality is possible only with positively motivated employees and committed managers interested in changing things for the better. Building a high-quality organisation is a long-distance run with many obstacles to overcome. There is a wide range of ways to make organisations work more effectively, and one of them is the introduction of quality management, which offers the opportunity to look inside the organisation and then find a path to improvement whose results are felt not only by employees but also by citizens – the customers of public administration.
The objective of the national project “Introduction and support of quality management in public administration organisations” is to contribute to increasing the effectiveness and quality of the management of public administration organisations through the main project activity, “Development of quality management in public administration organisations”. This activity is divided into two parts:
1. Implementation of quality management in central state administration bodies and in contributory and budgetary organisations
In the first part, the partner organisations – fifteen central state administration bodies and five budgetary organisations – will implement the CAF model, the EFQM excellence model, a quality management system under ISO 9001, a pilot implementation of an anti-bribery management system under ISO 37001 and a pilot implementation of a quality culture self-assessment tool. The implementation, adoption and continuous further development of one of these tools will contribute to improving activities and services provided and, in particular, to meeting the requirements of citizens – customers.
2. Establishment of the CAF Centre
The second part focuses on establishing a CAF Centre at the Slovak Office of Standards, Metrology and Testing, whose work will be based on activities carried out by professional staff and experts in quality management. It will provide training and advisory services to public administration organisations and also carry out analytical and methodological work. The aim of the CAF Centre is to raise awareness of quality management in various types of public administration organisations and to increase the extent of its implementation.
