About the organisation

The Administration of State Material Reserves of the Slovak Republic (also referred to as the Administration of Reserves) is another central body of state administration of the Slovak Republic responsible for all activities arising from the Act on State Material Reserves and supplementing the Act on the electronic collection of tolls for the use of specified sections of roads, as amended, and for all activities arising from the Act on emergency stocks of oil and petroleum products, on resolving a state of oil emergency and on amendments to certain acts.

The principal mission of the Administration of Reserves is to contribute to reducing the consequences of various crisis phenomena, to minimising material losses and, above all, to protecting life, health and property in line with raising the level of security of the Slovak Republic. The Administration of Reserves is the sole professional, administrative and managerial guarantor in the field of the administration and use of state material reserves in ensuring food security, energy security and other aspects of the security of the population of the Slovak Republic.

State material reserves are intended for resolving crisis situations. They are not intended for resolving short-term supply shortfalls, for purchasing and storing market surpluses, for intervention purchases, or for influencing the market. Both the creation and the maintenance of state material reserves are financed in full from the state budget. State material reserves are stored at the centres of the Administration of Reserves or with custodians on the basis of a custody contract.

The Administration of Reserves is managed by the Chairman, who is responsible for its activities. The Chairman is the statutory body of the Administration of Reserves. In the Chairman’s absence, the Vice-Chairman of the Administration of Reserves acts on his behalf to the extent of his rights and obligations. If both the Chairman and the Vice-Chairman are absent, the Chairman is represented, to the extent of his rights and obligations, by the Secretary General of the Service Office.

The Administration of Reserves is organised into departments, units and centres. A department is the basic organisational unit in which a larger range of related professional activities is concentrated; it is managed by a department director. A unit is an organisational unit that carries out and provides for a separate part of a particular area of competence; it is managed by a head of unit. A centre is an organisational unit that carries out a specific part of the competences of the Administration of Reserves, primarily the intake, storage, maintenance and release of state material reserves; it is managed by a head of centre. The Administration of Reserves currently operates four centres: Vígľaš, Kysuce, Čachtice and Ľupča.

Legal entities also fall within the remit of the Administration of Reserves, namely Poľnonákup TATRY, a. s., with its registered office at Slavkovská 36, 060 01 Kežmarok, and Spoločnosť pre skladovanie, a. s., with its registered office at Trakovice 461, 919 33 Trakovice. These legal entities are independent business entities that are not linked to the budget of the Administration of Reserves.
